Drawing on crime research showing that LPR technology has little deterrent effect, and on documented cases of officers misusing the very systems meant to protect the public, the speaker turns to the Islamic concept of muraqabah — the spiritual consciousness of being constantly observed by Allah — as a more foundational solution. The lecture argues that while laws and accountability are necessary, no external surveillance system can substitute for an internally developed conscience rooted in the awareness of Allah.
